Once a year, from November 15 - December 15, small employers that don't meet minimum participation requirements under the Affordable Care Act are able to enroll for group health care coverage.  The Affordable Care Act requires heatlh insurance carriers to offer an annual, one-month special open enrollment period without having to meet the minimum employer contribution or participation requirements.
