COBRA is a federal law that gives employees and some retired employees the right to continue group health coverage for a certain time period.  

COBRA affects employers who employ 20 or more employees and applies to all health, dental and vision insurance plans they offer, except plans sponsored by the federal government and certain church-related organizations.
